Summer 2021 COVID Health Safety Protocols:
P-H-M will adhere to all federal, state, and local health orders.
With the Governor’s mask order expiring at the end of June, P-H-M will consult with the St. Joseph County Department of Health for P-H-M COVID protocols moving forward.
The SJCDoH recommends the universal and correct wearing of masks for all unvaccinated individuals while indoors.
P-H-M summer activities beginning July 5th are mask optional.
Per Federal requirements, masks are still required for all students and staff while on a school bus or school-sponsored mode of transportation.
As a reminder, P-H-M respects the individual choices of students and staff concerning their health.
There is no vaccination passport system, meaning we will not ask for proof of vaccination of individuals, and vaccination status will not prohibit participation in activities. Therefore, we will not be treating vaccinated individuals differently than unvaccinated people.
We will not be collecting the vaccination status of any individual.
Contact tracing, if applicable, will be conducted at 3ft in the traditional classroom setting if all students are masked and facing forward and 6ft for a non-traditional class. Non-traditional includes but is not limited to performing arts, physical education, cafeteria, and transportation.
Quarantining continues to apply to exposures that occur in non-classroom settings (i.e., at lunch, athletics, and other extracurricular or co-curricular activities).
Parents/guardians are expected to screen and monitor their child’s health before arrival. If a camper experiences COVID symptoms during any time period before, after, or during the camp, they are expected to notify the Teacher Sponsor/Coach via email and stay home while seeking a medical diagnosis. - Individuals exhibiting symptoms of COVID-19, without being otherwise explained or in a household with a confirmed positive case, are prohibited from coming to summer school, camps & activities, and work.
Executive Order 21-15 recommends and encourages all Hoosiers, age 12 and above, to receive a COVID-19 vaccination, which at this point is free through the state. As educators and not health officials, P-H-M believes this is a family decision.
P-H-M Administration will continue to report the data on the number of positive cases among staff and students voluntarily shared with us on the P-H-M Positive COVID Dashboard.
Kids Club During the School Year
The Kids Club program provides school-based before and after school childcare for Penn-Harris-Madison students in grades K-5. Parent fees support the program. A parent or authorized adult must provide transportation to the program in the morning and a parent or authorized adult can pick the child up any time during afternoon or all-day care.
Kids Club is a happy, safe, fun before and after school environment where students can choose from a variety of recreational, social and enrichment activities. The program is offered before school, operating from 6:30 a.m. until the start of classes, and again after school, operating from the time of school dismissal until 6:00 p.m. All students and staff are required to wear a mask at Kids Club. Parents must complete a registration form and submit it with an annual non-refundable registration fee for each child enrolled. Families who register their students by May 31st. for the upcoming school year will pay a discounted registration fee of $10 per child. To be eligible to register for the program, a child must be in grades K-5 and attend or have transportation to a school where Kids Club is available. Students are expected to have basic essential independent bathroom skills. Kids Club does not offer diaper changing or help with bathroom skills. Four-year-olds enrolled in the ELA preschool program at a P-H-M school are also eligible to attend. A child may be enrolled in the program at any time throughout the year during open enrollment weeks. Parents wishing to withdraw a child from the program must provide written notice to the site coordinator two weeks in advance. If the parent decides to re-enroll the child they will pay a re-registration fee of $75 per child.
Summer Kids Club is limited to current kindergarten to fifth graders. Non P-H-M students can sign up for Summer Kids Club too; however they must live within the district’s boundaries of Penn, Harris or Madison Townships (click to see a map of P-H-M boundaries). Students are not eligible to enroll if their family account has an outstanding balance from previous Kids Club services used.
Kids Club is offered 5 days a week (payment is for 4 days + 1 day Free). Families can sign up for mornings only, afternoons only or both morning and afternoon for five days a week. Fees are set on an annual school year basis.

Kids Club will accept drop-ins if Kids Club has the space. An online form has to be submitted prior to the drop-in. The drop-in rate is $20 per day.
Kids Club will provide a limited amount of financial assistance to families that qualify for the free or reduced lunch program at the school. Parents are expected to turn in a hard copy of the approval document to the site coordinator in order to avail the discounts. Please contact the director at 258-9514 for more information.
10% discount is applied to each additional sibling enrolled in Kids Club. Families electing to pay for services in advance are welcome to pay for one month ahead. Families that choose to pay for the semester in full will receive a 10% discount. It is the parents’ responsibility to keep track of their account balance through myprocare.com.
It is suggested that all payments be made with credit or debit cards. Fees are due every Monday in advance of childcare. The account payer has access to view and make payment directly at the kiosk any time. No refunds will be given for overpayment. If over payment occurs, it can be applied to future kids club use. Fees must be paid in full before the child is reinstated. You will continue to be billed for the 2 weeks after suspension before being automatically withdrawn from Kids Club. If you want to send your child after the automatic withdrawal, you will need to re-register the child by paying registration fees and clearing the total amount past due. If a family has paid for the semester in advance, and the child has been removed from the program, NO refund will be given.
Insufficient fund checks are considered nonpayment of fees and if fees are not paid in full by cash or money order within two weeks, childcare services will be suspended. Fees must be paid in full before the child is reinstated. A twenty-five ($25) dollar fee will be assessed to the parent for insufficient fund checks.

*On school days, morning Kids Club at Bittersweet, Elm Road, Horizon, Mary Frank, Meadow's Edge, Northpoint, Prairie Vista and Walt Disney dismisses to classes shortly before 7:55 a.m. The afternoon session of Kids Club at these ten locations runs from 2:20 p.m. – 6:00 p.m.Morning Kids Club at Elsie Rogers and Moran dismiss to classes shortly before 8:50 a.m. At the close of the school day, students may return to afternoon Kids Club at Elsie Rogers and Moran at 3 p.m.
Kids Club Operations on P-H-M 2-hour delay or eLearning days
When the start of school is delayed (a 2-hour fog delay, for example) Kids Club will not operate that morning. Kids Club is closed on P-H-M eLearning days.
Parents must have an emergency care plan in place in the event of an unanticipated emergency closure of Kids Club. If school is dismissed early due to bad weather or a building emergency, Kids Club will be closed.
Kids Club is also closed on the following holidays: Labor Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve Day, Christmas Day, New Year’s Eve Day, New Years Day, Martin Luther King, Jr. Day, President's Day, Memorial Day, and the Fourth of July.
Outside the school year
Full-day childcare is available for an additional fee during fall, winter, spring and summer breaks, to those who sign up and pay for those days before the stated deadline. A deadline to sign up and pay for these additional days of Kids Club will be announced and enforced. The full-day programs will be offered at one or two locations.
A Kids Club Site Coordinator is responsible for the day-to-day operation of each site and childcare assistants work directly with the children. The goal is to have approximately one adult for every 15 children.
Staff members are certified in CPR and first aid and they are energetic, creative people who love working with children.

Meals and Snacks
During the school year, Penn-Harris-Madison food service provides a light breakfast for all morning Kids Club participants and a snack is offered in the afternoon. The cost of meals is included in the fee. On full days of childcare, Kids Club will offer a morning snack around 10:00 a.m. and an afternoon snack around 3 p.m. Children must bring a brown bag lunch on full days of childcare.
